OIC/DC was organized based on the principles and experience of the National OIC movement founded by Reverend Leon H. Sullivan in Philadelphia, PA in 1964.

OIC/DC is a licensed Post Secondary Education Institution for non-degree students in the District of Columbia and a 501(c) (3) non-profit organization with more than 44 years of experience in preparing youth and adults for work. OIC/DC is a part of a network of national affiliates.

OIC/DC provides literacy, occupational skills training, job readiness, placement services, and strength based case management services to hundreds of DC residents with multiple barriers to employment. The purpose of the OIC/DC Training Centers is to focus on occupational skills training and job placement for disadvantaged youth and adults, ages 14 and above.
